I am getting the same exact error when attempting to Import Anytone csv (lst).
CPEditor v0.5.405.1
Anytone D878UVII (second generation) v3.06 CPS used to Export-All (.LST); Win10pro.
Perhaps not helpful for your problem, but I did the same import from the same model radio in the past two weeks, and my import worked. A wonderful surprise and success. Using CPE 0.5.405.1. Could import everything except digital ID's, but that you can do from the Tools menu.

I got access to a Anytone file and export and then try to import getting the same error you are reporting.
I installed the latest version of the Anytone software to export and create the full LST and files.
After looking around i did one change on the file Channel.CSV, i change the column (21) RX Color Code to Color Code. After the change the file imported with success and without problems.

CT2HEV - that really helpped me get an import from my 878 plus to the DB-25D. One outstanding problem I did find was that DCS xmit tones come out of the export as 073 for example but after the import completes any channel that has it enter that way shows DCS but no code and the CPE software reports about 8 errors that block corrective action. The errors loop and one must keep hitting enter over and over. If you persist in hitting enter while clickng your mouse on the offending line (line # is in err msg) one can eventually get into the edit mode and select DCS 073 from the pull down menu. Ideally this could be corrected on the actual import but a work around got me moving forward.
