Does this happen with other windows? e.g Ham Contacts, Ham Groups, Firmware, About etc.

-Device Info
-Radio Settings
-Menu Settings
-Other Settings
-DMR Settings
-APRS Settings
-Button Settings
And in transfer progress bar.

I'm guessing that you have some scaling enabled?
I can't seem to reproduce the issue at 1080p or 1440p. Trying 125% and 150% scaling.
