Also, the button that asks if I want to upgrade to 0.3.1231 does nothing on Windows 11 (ARM in Parallels on an M1 Mac) when I click Yes.

So today, I tried the Check for Updates, under the Help Menu and the upgrade to 0.3.1231.1 was successful.

I have been using the Import/Export feature successfully to bring my codeplug from my Radioddity RD-5R over, slowly but surely!

Glad to hear it worked.
There have been a few reports of issues running it through virtualization (WINE, Parallels etc).. Unfortunately I don't have means to test it that way.
