I was able to resolve the issue by re-flashing my radio with the firmware from the Radioddity support page.
I downloaded the "2022-03-11 CPS 3.3 - FW 2021-12-11 - CPEditor.rar" archive and used the firmware file version dated "Dec 11 2021"

Resetting to factory defaults didn't help. Still getting the error on Windows 11.

I was getting the same error message. Need to try the factory reset if it helped.
